Certificates of Appropriateness & Funk Grants

A Certificate of Apropriateness (CoA), issued by the City's Historic Preservation Commission, shall be required before the following actions affecting the exterior architectural appearance of any landmark or property within a historic district may be undertaken:

  1. Any construction, alteration, or removal requiring a building permit from the City;
  2. Any demolition in whole or in part requiring a permit from the City;
  3. Any construction, alteration, demolition, or removal affecting a significant exterior architectural feature as specified in a historic resource survey or in the ordinance designating the landmark or historic district.

Projects must comply with the City of Bloomington Architectural Review Guildelines.

 

Exterior projects on S-4 zoned properties may be eligible for a Funk Grant to help pay for up to 50% of the project's total cost. You can learn more by reviewing the Funk Grant Guidelines.

This same application is used to apply for your CoA project and an associated Funk Grant.


APPLICATION SUBMISSION AND PROCESSING

  • Please allow up to 5 business days for processing and response to your submission. 
  • Once the submission has been reviewed, we will be in contact with you regarding status, and your case will be added to the Agenda for a Commission meeting.

Please be sure that all of the following information is true and complete prior to submitting your application.

Some of the required information for the property may be available within the nominating document that was prepared when the property was proposed for historic designation.

  • The property is zoned S-4, Local Historic Preservation District.
  • I am the owner of the property, or can provide consent from the owner.
  • Work on this project has not been started, nor completed.
  • The project complies with the City of Bloomington Architectural Revoew Guidelines.
  • For significant changes to buildings and/or property such as room additions, new buildings, or driveways include a scaled drawing depicting your lot, location of all building, structures, driveways, parking areas, and other improvements showing all dimensions
  • Specifications as to the type, quantity, dimensions, and durability of the materials are described in the drawings or an associated narrative.

For Funk Grant requests you will also need the following:

  • At least two (2) estimates for the project
  • The date the last time the property received a Funk Grant
  • How much of the property is owner-occupied

PLEASE NOTE: For funds to be paid out, applicants must be a registered vendor with the City of Bloomington.  If this is your first Funk Grant, you should go ahead and start the registration process now: https://mss.cityblm.org/MSS/Vendors/Registration/Default.aspx

    Funk Grant Application

    Do you also want to apply for a Funk Grant for this project?

    For projects with a total budget of greater than 45% of the EAV (equallized assessed value) of the property, a "double" award of up to $15,000 may be granted.  You can find your EAV online at http://wevaluebloom2-001-site1.etempurl.com/start.aspx

    Comments & Review

    Complete applications for Certificates of Appropriateness (CoA) and associated Funk Grants are reviewed by the Historic Preservation Commission on a monthly basis, every 3rd Thursday.

    • Applicants are expected to attend the meeting when their request is heard.
    • Building permits may be approved by the City only after a CoA is acquired for the proposed work.
