Please review the following information before submitting your application.
When applying you must provide the following:
  • Completed application (Do not leave anything blank; local address and vehicle information must be provided.)
  • Valid government issued photo ID. You can attach a clear photo of your photo ID when applying online. (You must also have your valid ID on your person at the time the permit is picked up.)
  • A photo of yourself that will be printed on an approved Solicitor Permit; this photo should clearly show your face and shoulders, be unedited, and you should not be wearing a hat or sunglasses. Applications can take up to five business days to process.
  • $10.00 non-refundable application fee (an invoice will be issued to you after submission)
RULES AND REGULATIONS FOR SOLICITORS IN THE CITY OF BLOOMINGTON
  1. All persons desiring to engage in soliciting must fill out an Application for Soliciting, be approved and receive a valid permit prior to soliciting. Approved solicitors are posted on the City Clerk Department's website.
  2. When submitting an application each applicant/solicitor is acknowledging that they have received a copy of the Rule and Regulations, read Chapter 33 of the City Code and understand them both fully.
  3. NO solicitor shall approach for any reason, homes that have placed cards on or near their residence displaying such words as: “NO SOLICITORS INVITED”
  4. Solicitors registered in the City may solicit homes that display the words: “ONLY SOLICITORS REGISTERED IN THE CITY OF BLOOMINGTON INVITED”
  5. Solicitors may operate between the hours of 9:00 a.m. to 9:00 p.m. on weekdays only. They may not solicit on weekends or on a State or National Holiday.
  6. Permitted City of Bloomington solicitors must wear their City of Bloomington issued badges at all times while soliciting & must display them in a spot visible to others.
  7. Solicitors must be respectful of resident’s statements or requests of non-interest when soliciting.
  8. Violation of any of the above Rules or Regulations by any solicitor will subject that individual and/or their business to a fine of not more than $500.00 for each offense and/or have their permit immediately revoked .
