Off-Road Vehicle on City Streets Permit Application
Thank you for your interest in obtaining an Off-Road Vehicle on City Streets permit in the City of Bloomington! This application should be used for individuals or organizations who wish to drive Off-Road Vehicles on City Streets. Prior to completing this application, the applicant must review the following:
Application Process:
  1. Once an application is submitted, Staff will review the application and reach out to the applicant by email if any additional information is needed.
  2. Following the review, a City Clerk Department staff member will reach out to discuss the next steps.
Permit Regulations:
  • The City holds the exclusive authority and discretion in determining whether an off-road vehicle is suitable for City street use. Where volume, speed, and character of traffic of the specific locations are considered, the occasional and limited use of non-highway (off-road) vehicles may be permitted in instances where it will not create an unreasonable threat to public safety.
  • If permitted, vehicles may be operated only on streets where the posted speed limit is 35 miles per hour (MPH) or less.
    • Note, that does not prohibit crossing a road/street at an intersection where the posted speed limit is more than 35 MPH. However, the vehicle shall only operate on or along streets of 35 MPH or less.
  • All permitted, operating vehicles must have the following in good, working order at all times:
    • Brakes
    • Steering apparatus
    • Tires
    • A rearview mirror
    • Brake lights
    • Turn signals.
    • Red reflectorized warning devices in the front and rear
    • A slow-moving emblem (as required of other vehicles in Section 12-709 of the IL Vehicle Code) on the rear of the non-highway vehicle
    • A headlight that emits a white light visible from a distance of 500 feet to the front
    • A tail lamp that emits a red light visible from at least 100 feet from the rear
    • When operated on a roadway, a non-highway vehicle shall have its headlight and tail lamps lighted as required by Section 12-201 of the IL Vehicle Code.
At all times permit stickers must be predominantly displayed on the vehicle with clear visibility (even if temporary). Associated Fees:
  • $50 per permit
