Tobacco License Application

Thank you for your interest in obtaining a tobacco license in the City of Bloomington!

This application should be used for businesses wanting to obtain a tobacco license, the change of ownership for an existing license, or the change of location for an existing license. Please be advised, that in order for a submission to be considered complete, the application must be completely filled out, all supplemental attachments submitted by either linking them to the submitted application or emailed to the City Clerk Department.

Description:
Tobacco includes any cigar, cigarette, snuff, chewing tobacco, manufactured product of tobacco or tobacco in any form.
Nicotine is defined as any form of the chemical nicotine, including any salt or complex, regardless of whether the chemical is naturally or synthetically derived.

Application Process:
  1. Submit a completed application with all required documentation and application fee by the deadline.
  2. The application will then be reviewed by the City Clerk Department.
  3. A City Clerk Department staff member will reach out to the billing email on the application with the result of the application review and, if approved, the initial license invoice.

  • Proof DBA Registered w/Secretary of State of Illinois
  • Articles of Organization (LLC) / Articles of Incorporation (Corporation)
  • Premises Verification (Lease or Proof of Ownership)
  • State of IL Proof of Good Standing https://apps.ilsos.gov/corporatellc/
Application Renewal:
If application is approved, the following documents are required for license renewal:
  • Affidavit of Renewal
  • State of IL Proof of Good Standing https://apps.ilsos.gov/corporatellc/
  • Premises Verification (Updated Lease if current lease on file expired, if applicable)
License Fees:
$50 License Fee
