Per State Statute, the City of Bloomington has 5 business days to complete personal and media requests. All requests related to a commercial purpose will be completed within 21 business days. If there is a necessary delay due to the nature of the request, we will notify you.

The City's preference, and most cost effective method, of providing information is via electronic means. As such, we encourage requestors to receive documentation back via email.

With that in mind, the requestor maintains the authority to choose how documents are received. All black and white duplex copies will be at no charge for the first 50 pages, and $0.15 per additional page. If color copies or abnormal sizes are necessary, there will be an actual copy charge for each page of $0.75.
 

Applicable fees must be paid to the City of Bloomington at the time of picking up documents or prior to documents being received.
 

Please specify whether or not your request is commercial. For a commercial request, the response time for a FOIA request is 21 business days after receipt of the FOIA request. The amended FOIA defines a FOIA request for a commercial purposes [5 ILCS 140/1 et seq.] in those instances where a use of any part of the public record or records, or information derived from public records, in any form for sale, resale, or solicitation or advertisement for sale or services.

It is a violation of the Freedom of Information Act for a person to knowingly obtain a public record for a commercial purpose without disclosing that it is for a commercial purpose.

Please be as specific as possible when describing the records you are seeking. Remember, the Freedom of Information Act allows you to inspect or receive copies of records. It does not require a public body to create documents or answer questions.
